HOMEOWNER CRIES FOR HELP...

QUESTION:
I have a 4 Ton Split system serving about 1700 sf. It is one year old and I have had a great deal of trouble controlling temperature between lower level and level 4 ft higher in my split level. Varies by as much as 8 degrees. My tech has tried numerous things...in duct fans, etc. But I have decided to add a small unit for the upstairs portion of the house (350 sf). I have no confidence in my installer so I am asking this question. If I remove 1/3 of the load, I was thinking of reducing the compressor unit to a 2-1/2 ton or 3 ton unit. I would like to leave the Furnace/Cooling Coil. First can you install a smaller compressor unit to the existing inside unit? And second: Is it possible to slow down the fan on the blower to correspond to the reduced load and number of diffusers?
ANSWER: You are really guessing unless you do a load calculation it sounds to me like you have plenty of air it is just not distributed right.
Not being able to cool a 1700 sq.ft. space with 4 tons doesn't sound right unless you have a server room somewhere. Or perhaps you are an indoor horticulturist with a lot of grow lights.
