QUESTION:
I WAS WORKING ON A LIGHT IN MY BASEMENT AND CAUSED A SHORT THAT THREW THE UPSTAIRS AC BREAKER (FIRST BREAKER ON THE POWER PANEL). I RESET THE BREAKER AND THE OUTSIDE MASTER BREAKER AND EVERYTHING WORKS (THERMOSTAT, OUTSIDE FAN) BUT THE COMPRESSOR WON'T COME ON.

| ANSWER:
First thing I would do is shut off your outdoor unit for a while restarting a running single phase compressor immediately is very hard on them overheating is probably not your problem but just in case shut it off for 10 minutes then try to restart it if the compressor restarts, fine if not I would check the capacitor and the wire terminals on the compressor.
